Des Wootton is spot on, it is indeed a Howard Trench Digger (mounted on a Fordson ‘Major’ tractor), and is shown and described on page 184 in Ian Johnston’s very interesting book “The Magic Of Old Tractors”.
The odd looking front wheels on the Fordson trencher are the standard (optional I believe) Fordson steel wheels with added wheel weights to keep the front end down. There is a lot of weight behind the back axle with the trencher added. I’m afraid they are nothing to do with railway lines, though they do look like they might be.
